Northrop Grumman IS is seeking a hands on Billing Manager to join our Contract Accounting organization. This position is responsible for overseeing all aspects of billing functions for assigned Business Unit and direct supervision of a team of billing representatives to insure timely, accurate and efficient processing of invoices to Government and Commercial prime contractors. The position provides support, guidance and resolution on day to day issues and interacts with all levels of management and customer representatives in regards to invoicing, contractual clarifications or departmental procedures.
The selected individual will be expected to perform and oversee the following functions:
- Provide effective leadership and training to direct reports.
- Work closely with staff to ensure departmental objectives and deadlines are met.
- Utilize metrics to improve performance of Billing team and cash flow.
- Ensure compliance with Contract Accounting Policies, IS Sector Internal Control Documents, Controllers Manual, and Federal rules and regulations related to Accounts receivable.
- Support internal and external audits.
- Prepare and communicate initiatives, metrics, status reports and analyses to multiple levels of management.
- Prepare DSO Agendas providing status of billed and unbilled balances, coordinate and set up monthly/bi-monthly meetings.
- Participate in Contract Kickoff meetings as required.
- Interacts daily with Finance, Contracts, Line and Senior Management.
- Support special projects and other duties as assigned.
Required Skills:
- Bachelors Degree, preferably with an emphasis in Accounting/ Finance, or equivalent work experience.
- Strong knowledge of all aspects of government billing including T&M, Cost Plus Fixed Fee, Cost Plus Award/Incentive Fee, FFP Milestone and FFP with Progress Billing, and will serve as technical resource for staff.
- Forward thinking, analytical, multi-tasking, stress averse and ability to make decisions.
- Strong communication skills, ability to interact effectively with people at all levels within a team or organization.
- High attention to detail; organized and thorough with a desire for continuous improvement.
- Strong computer skills, including proficiency in Word, Excel and working knowledge of SAP.
